Strengthen and Improve the Party Building Work of Party and Government Organizations According to the Requirements of Three Representatives

This paper, in the light of the specific conditions of the Tibetan Party and government organizations, makes a systematic ponderation, summing-up and probe as to how to strengthen and improve the Party building work of Party and government organizations according to the demands of Three Representatives. Strengthening and improving the Party building work is of significance for consolidation of the Party's ruling standing; It has a direct and close relationship with correcting the Party's and governments' work sytyle; It is of exceptional significance for building up a contingent of cadres with high quality; It is of great and practical urgency for our adaptation to new situations and new challenges. For the purpose of doing well all Party's work of the Party and government organizations with high standards and strict demands, according to the demands of Three Representatives, we, in combination with the Tibetan social situations and popular will, should give first priority to conscientiously improving the ideological and political qualities of the vast numbers of cadres as Party member with Party and government organizations; basing ourselves upon improving the living standard of the Tibetan people of all nationalities, keep pioneering and innovating; adhering to having as guide the spirit of the fourth symposium held by the central committee of CPC on the Tibetan work ;do all work closely around One Centre,Two Important Tasks and Three Guarantees :take precautions against and eradicate corrupt dealings from their sources and see to it that the noble revolutionary integrity is applied to win social chesion;consider as the essence of carrying out Three Representatives the principle that serving the people wholeheartedly is the sole purpose of application of power,serving the people heart and soul.
