Abstract
In order to construct a system in college public physical education with a large number of students in a class and satisfy the demand of college students' physical and mental development,from the respects of new concept of courses and the implement of quality education,this essay analyses on the necessity of building college public physical education system with a conceptual guidance,health comes first. It is based on the goal of teaching position and reform practice for college physical education.
