Abstract
There are congenital deficiencies in the Bill Act.In the relatively matured market economy,the deficiencies are more obvious and they hinder the development of the bill system.Therefore,it is necessary to establish a concept of bill maximum validity,clearly define the core position of the negotiability of the Bill Act,amend the provisions that contravene the negotiable concept,and supplement judicially recognized rules for endorsed in blank and blank bill.In addition,in the revision of the Bill Act,it is also necessary to adopt the electronic bill and bill image switching technology.
