The New Change of the International Anti-terrorism Situation and Response

In the past two years,the attribute of terrorism has changed some:taking Al Qaeda as a core,meanwhile the way of launching large-scale attacks decreased gradually;the rate of small-scale attacks launched by regional or grassroots Jihad organization improved;the small-scaled,decentralized and networked is becoming the new features of the activities of terrorism organizations and their members.The transformation from being centralized to decentralized,significantly reduces the anti-terrorism effect of large-scale military strike.Therefore,the diversification of the subject of international anti-terrorism,and the diversification of the way of anti-terrorism should be worth discussing as a new topic in the struggle against terrorism.The article,from four aspects as international governance,social development,religious communication and cultural tolerance,puts forwards some ideas on how to deal with the situation of international anti-terrorism.
