Ruling by law is a legal system based on supreme position and justice of law.Constitutionalism is democratic political formation and operating process with ruling by law as condition and surroundings,with constitution application as basis.Ruling by law is a part of constitutionalism and the necessary foundation and base of constitutionalism.That is because principle of ruling by law is one of the constitution's basic principle;the basic essence of constitutionalism is to set up limited government,and ruling by law is just the display of it;ruling by law is important way to ensure application of constitution;developing sense of ruling by law is the spiritual requirement.
