PRACTICE OF LAND CONSOLIDATION IN A FEW COUNTRIES AND ITS ENLIGHTEMNENT TO CHINA

As land consolidation has just begun in China,many theories provided as a guide for it do not seem to be mature enough.Adopting the procedure of document retrieving and analysis,this paper describes the historical evolution,contents and characteristic features of land consolidation in Germany,Russia and Holland and discusses the enlightenments their experiences provide for China.Finally,some proposals are offered for the establishment and perfection of laws and regulations of land consolidation,the readjustment of land tenure,broadening the financing channels for land consolidation,promotion of public participation in the process and attention to its planning.
