The reformation of the state-owned enterprise does not mean that the government can ignore the management of business enterprises. Seeing from the relation of the government and state-owned enterprises, and the government has the obligatory responsibility in the state-owned enterprise system changes and the government should play the main role in the state-owned enterprise system changes.
