Abstract
Nowadays,the original members of the non-rural collective economic organizations have access to land contractual management with farmers flocking to cities.These social characteristics include non-identity and stratification.In today's China,how to break the identity constraints,to achieve the free movement of labor and land,is of great important.We should keep the right of those who cannot suscceed in transformation.If our system design can make the entire community to establish a contractual relationship,while retain the traditional peasant's membership of collective economic organizations to achieve social security,it would be an undoubtedly better choice.
