Abstract

The paper introduced the five basic factors of community-based natural resource management: 1. Empowering local community to the right of decision-making, implementation, management, supervision, monitoring and evaluation as the main body of rural development; 2. Respecting indigenous knowledge and local person's capacity; 3. Advocating equality between the sexes in rural development, and paying attention to women's capacity building; 4. Establishing local management system and organization based on existing village regulations to promote local community self-management and self-development; 5. Paying for use, management and service of natural resources to enhance ownership of local community and to realize rural sustainable development.
