Abstract
During the new stage the goal of rural development is two-fold:one is to promote the transfer of rural labor surplus to urban areas to accelerate industrialization and urbanization, the other is to strengthen the development of new rural communities. The two goals in rural development make new demands for rural education and also give it new contents. The rural education in the new stage should be considered from the perspectives of putting people first, enhancing educational fairness, and building a system of lifelong education. In order to promote the development of the new stage rural education,we also have to deepen our understanding of the policies on supporting rural education development and further strengthen the effect of those policies.
