Abstract
Taking the point of view of system economics on externality of human behavior and its internalization,the paper discusses the process of externality of population behavior and its internalization from property right,decision participation and government behavior.It concludes that to realize equilibrium of fertility and social control in the internalization process depends on system effectiveness,what can reduce external detriment to society with low system cost.
