Abstract
The lacking of the administration duty has already become global phenomenon.This text analyzes the reason of the lacking of administration duty in our country,and answeres how to grow the administration duty of government and administrative persons from three aspects as follow:establishing and perfecting administration duty system,reforming the administration direct system deeply,promoting the developments of administration ethics and administration culture.
