Towards Designing Service Government Functions

Service government should establish people-oriented values and put the services as a direction of government function design.The functions of our government before the reform and opening up are all-embracing and all-round.To build a service-oriented government,we must convert government functions from the control to the service.This shift is driven by a number of factors such as the financial crisis,the demonstration effect of the Western administrative reform,the competitive pressures from the economic globalization,and the development requirements of the public service,the development of community's self-government organizations,the conponents of government functions and systems.In order to promote China's service government building,the functions of our government should be positioned as pursuing the following endeavors: concerned about the vulnerable social groups,strengthening the administrative committee on coordination,solving major institutional issues,and promoting e-government construction.
