Since China began its reform and opening drive, great achievements have been made in China's utilizing FDI. It is obvious that the characteristics of China's utilizing FDI are of quantitative growth and extensive management. We should transform the growth patterns of China's utilizing FDI in order to improve the quality and benefit of utilizing foreign investment as well as take advantage of the opportunities and meet the challenges that China's utilizing foreign capital is facing after China's WTO accession. Therefore, we should carry out a new strategy of utilizing FDI including centring on the benefit of FDI, paying attention to the quality of FDI, making innovations in the modes of FDI, improving the structures of FDI, realizing the economy of scale of FDI, perfecting the environment of FDI.
