Development Momentum of Resource-Based City Transformation:Taking Panzhihua as an Example

This article empirically measured the effect of structural change of industries and the effect of technical advance on Panzhihua's economic growth in 1995—2012 by using SSR method. The research result illustrates that technological advance effect has become the main growth momentum of economy,and the total structural change effect has negative effect on economic growth,and the effect of structural adjustment is not obvious. At the same time,there is huge difference in effect of technological advance and structural change among different industries. Technological advance effect has the most positive impact to second industry and counteracted the negative effect of structural change of the second industry,and the second industry becomes the main industry to drive economic growth. Struc-tural change effect is superior to the technological advance effect in the first industry and the tertiary industry,especially that there is huge space for the structural transformation of the economy for the tertiary industry has obvious structural change effect.
