Theory of Balance: Another Cognition in the Harmonious Society

As the basic theory in Administrative Law, the theory of balance has been put forward since the year of 1993. More than ten years development and evolution, more and more people in the fields of theory and practice came to acknowledge the original theory. Theory is the pioneer of action. During this key period of constructing a harmonious society, it is of great importance to realize the value, function of this theory as well as the relationship with harmonious society. Based on the relation between the balance theory and harmony, the paper discusses the consistency with balance theory and harmonious society, the realities of balance theory in building a harmonious society. Viewing from the prospects of this theory, it is of major significance to constructing a harmonious international community. Therefore, the balance theory will be recognized by the world law field, which results in a major contribution to theoretical basis of the world law.
