Environmental Regulation and Enterprises' Technological Innovation——Test Research on Porter Hypothesis in Eastern Region from Low-carbon Angle of View

Traditional views regards that strict environmental protection policy will increase the private cost of the manufacturers and reduce their competitiveness so that a negative impact is brought to a country's economic development;while Porter hypothesis holds that strict and appropriate environmental protection policies can trigger innovation and offset the cost,so that the manufacturers have more competitive advantages in the international market.This paper carries out empirical researches on the relevant panel date in the eastern region of 1999-2007,and the result shows that the environmental regulation strength and the technological innovation of the enterprises show significant positive correlation and causality,which verifiesPorter Hypothesis to some extent.According to this conclusion,this paper presents relevant policy advices that eliminate the asymmetry of technological progress and promote the coordinated development of economy and environment based on low-carbon economy
