After fourteen years, the Doha Development Round of WTO has achieved a new milestone—The Trade Facilitation Agreement. The TFA is the fi rst multilateral trade agreement of the World Trade Organization since its establishment in 1995. This article reviews the trade facilitation issues during the WTO Doha Round, analyzes the legal status of the TFA, discusses trade facilitation measures and the special and different treatment between developing members and developed members in the TFA.
