Science and Technology Strategy Developing Hunan's Agriculture in WTO Framework

Hunan is one of the biggest provinces in agricultural production and population in China.But its agricultural exports only occupied 0.87% in the whole country in 2003.The main cause is the green international barriers its agricultural exportation.For overcoming the influence on the agriculture science and technology by the rules of WTO,the following issues are studied.Such as speeding up the construction of agriculture product quality standard and security system,strengthening the core agriucltural technology.The support capability to agriculture science and technology should be advanced by the sufficiently utilized green box policy.A high quality agriculture science and technology force should be established by implementing the scheme of human resource training.
