Developing non-basic medical services so as to enhance the vigor of the health cause

Nonbasic medical services refer to medical services which, unlike basic medical services, are offered to special groups of people. Such services, defined economically only, are chiefly characterized by multiplicity of levels, capacity for development and provincialism. Developing nonbasic medical services constitutes an important part of the health reform. In developing nonbasic medical services, we should adhere to the principles of fitting in with the needs of the society, adopting measures suiting local conditions, giving priority to planning and basing ourselves on existent health resources. It is imperative to scientifically define the scope of nonbasic medical services and establish and perfect policies safeguarding such services.
