Universal coverage medical security system and its development strategy in China

This article reviews the historical reform of medical security system which has seen several stages,such as system framework exploration,system construction,system development and overall health insurance.It demonstrates the significance and characteristics of the current multiple-level of medical security scheme and its transition to the universal coverage.In addition this article addresses that government's Health Development and Reform Guideline and Implementation Plan are the acting documentations of developing the universal coverage.Further,the study emphasizes that universal coverage is a solution of solving difficult to and expensive to access medical care.
