Abstract
The development of private higher education has mainly gone through three stages of initiative,establishment and development.In different stages of their development,the state and local governments have adopted different policies according to the different situations in different times and places,therefore the competition between public and private colleges has exhibited different features.As regards to governmental funding,teaching staff and student sources,compared with public colleges,private colleges have not always been in an inferior position in the competition.The competition between public and private colleges exerted different problems in different stages of their development.
