Fiscal Decentralization and Agricultural Economic Growth——An Empirical Analysis Based on Provincial Panel Data

Abstract

By applying panel data model,this paper has empirically analyzed the relationship between fiscal decentralization and agricultural economic growth in China.The result indicates that fiscal decentralization does not improve agricultural economic growth on the whole.Under the current Achievements Assessment System with economic growth as the core for local government officials,the negative crowding-out effect outweighs the positive local information effect of fiscal decentralization on agricultural economic growth.In addition,this paper finds that there exists significant inter-temporal change and inter-regional differences in the fiscal decentralization effect on agricultural economic growth;this shows that in a sense fiscal decentralization has not been helpful to the narrowing of the regional disparity.
