Abstract
University autonomy is the foundation for the survival and development of the university, and is the institutional guarantee for the realization of the academic freedom and the autonomy of the professors. As the oldest tradition of the European universities from middle Ages, self-government is the goal of higher education in our country. But in recent years as the marketization and socialization of our country's higher education develop fast, the calls for the college accountability have gone up, and the accountability means some form of external oversight and intervention. So how to balance the university autonomy and college accountability to avoid recriminations or strife between them is the issue that should be considered.
