A Thought about Mining Right from Economics

Abstract
Based on an analysis of the formation and function of mining right,this paper holds that prospecting right does not include punishment right while mining right must include punishment right.By analyzing the economic relationship in mining right transfer,the paper points out that the relationship between the state and the owners of prospecting right is one of economic cooperation of mutual benefit,and that there exists an elemental assignment relationship between the state and the owners of mining right and between owners of prospecting right and mining right.
