Restricting Factors and Solutions of the Compulsory Liability Insurance System of Environmental Pollution in China

To solve the problem of loose enforcement of the compulsory liability insurance system of environmental pollution,the paper analyzes the severe environmental pollution and the difficulties in implementing the system. Research results show that in order to improve the mandatory and professionalism of the system and ayield its social and economic benefits,the central and local governments should perfect the special laws and the relevant supporting regulations,and the level of insurance rate,develop insurance products,improve the identification mechanism of environmental pollution tort liability and strengthen tax incentives,financial subsidies and other incentives.
