Abstract

In order to meet the need of legal system innovation,the late Qing Dynasty input some knowledge on the administrative law of Continental Law System from Japan through translation and introduction.When the late Qing Dynasty and the early Republic of China prepared to build administrative litigation law,a great debate was aroused between scholars with different legal systems,affected the definition and functions of administrative law,which promoted the sinicization of administrative law.Until 1920,Zhong Gengyan printed his handout in Chaoyang University,the General Administrative Law.This book has complete system,accurate localization and advanced thoughts,established independent position and modern law nature of Chinese administrative law,laid the foundation of framework and style of Chinese administrative law,and became the symbol of birth of Chinese administrative law.
