In the knowledge economy era, human resource is the most precious and important one of all the resources. It plays an important role in propelling the development of economy. In our country, the amount of resource per person is critically inadequate, but the human resource is plentiful. In order to soothe the pressure caused by the shortage of resources, improve the overall quality of economy, enhance the ability to face the global competition and realize the strategy of sustainable development, we should take measures to develop human resource and realize the transformation from a country with large population to a powerful country with human resource. This is the first state-level strategy of constructing a well-off society.
