How to Adjust and Improve the Supervision Function of Government in Railway Department after Entering WTO

The first thing for China to enter the WTO is that the government should enter it first. To keep pace with the requisition of the WTO, the supervision function of government must be modified and adapted. The author explains the main points of the functions' modification and adaptation of the government by analysing the high concentrated management system in railway department which is so called half-militarization, then put forward some challenges that faced by the government when China enters WTO and also gives some suggestions to improve and perfect the management function of the government by combining the requirement which is raised by the principles of WTO.
