The Individuals with Disabilities Education Act of the United States and Higher Education for Students with Disabilities

The purpose of this article is to study the Individuals with Disabilities Education Act of 1990,and IDEA Amendments of 1997 in the United States.The author addresses how the enactment,interpretation,and application of the law help to eliminate the discrimination against individuals with disabilities in higher education.It also explores the significance of research to special higher education in China.They are: disabilities are caused by social environment,and in no way diminishes the right of individuals to participate in or contribute to society;being included in higher education alone does not eliminates discrimination and marginalization;to protect and enhance the rights of the students with disabilities in higher education,the whole society,alongside the government,must face up to all the challenges and carry out reforms.
