Abstract
Xia Dynasty saw the birth of voluntary surrender system,which was established and developed in Qin and Han Dynasties and reached its summit in Tang Dynasty. The system instituted in Tang Dynasty was inherited in Song Dynasty and the basic principle of which remained unchanged in Ming and Qing Dynasties in spite of some developments.
