The west economy lags behind that of east part and northeast part.The industrial development of the west part must change development and export of energy and raw materials into export of energy and raw materials and processing industry.The west part should use non-balanced development strategy,focus on development in Chongqing-Chengdu economic zone and build the zone into energy site,manufacture site,national defense industry site,IT industry site,special agricultural product processing site and ecological barricade at Upper Reaches of Yangtze River.
