The procedural control over administrative discretion refers to standardize the step,means,time and time limit of employing the administrative authority of the subject of administration through formulating strict and scientific administrative procedures,putting the employment of administrative authority under the supervision of the broad masses of people,urging the administrative organs to employ the administrative authority in accordance with the law and thus decreasing the abuses of administrative discretion.Controlling the administrative discretion in procedure should at least construct and perfect the following procedural system: information openness system,challenge system,case direction and network system,intimation and explanation system,administrative instruction system as well as supervision system inside administrative organs.
