Abstract
The expanding enrollment of colleges and universities in a large scale has been making their original teaching and educational resources in straitened circumstances. The debt management by applying the form of estate administration has made their construction and development necessary and inevitable. The author preliminarily approaches the degree and the form of the debt management, the structure needed for it, and management and administration after it as well.
