Abstract

The of economic and social development will be realized only if dual function mechanism of leads and supports can be brought into full play by balancing urban and rural development as a whole. Taking Guangdong’s practice as an example, this paper proposes a three-stage theory including stage of hybrid, division and for harmonious development, and summarizes characteristics of each stages as: (1) the not like city and the village not like village, (2) urban-rural complement each other and bring out best in each other, (3)urban-rural integration and equalization of public service, then puts forward corresponding planning countermeasures and approaches, to promote formation of an ideal model of three types of communities and three important networks that completely covering urban and rural community, agricultural areas and ecological areas.
