Understanding and Thinking for the Roles of SCI Play in Scientific Evaluation

Since 1990s, when the appraisement systems for science and technology as well as higher education were increasingly established and improved in our country, SCI (Science Citation Index) has gradually become a very important index which is used to assess the actual strength and reward their contributions for various scientific institutions, colleges and universities, scientific management agencies, scientific discipline fields as well as the authors of academic articles. This paper introduced the basic situation of SCI, assessed its positive and negative effects on the development of scientific career in our country, as well pointed out several counter-measures which can be taken by the scientists and researchers so as to increase the adoption rates of their papers by SCI, the purpose lies in providing some references for the relevant departments and scientific articles' authors.
