Abstract
The paper experiential study on the impact of government RD subsidies on the business RD input and innovation output by using the panel data on 28 manufacture industries in china.The results find that RD subsidies have a positive effect on business RD whether on static RD equation or on dynamic RD equation.However,RD subsidies promoting effects are unapparent in patent equation.The effect of RD subsidies on innovation exist some uncertainty.The policy means are that government should propriety adding some other RD subsidies model including RD revenue favor and government procurement.Furthermore,government should adding RD subsidies on smaller scale high-tech private enterprises.
