USING THE URBAN- RURAL PLANNING LAW TO MANAGE RURAL CONSTRUCTION LAND——REFLECTION OF JIANGXI NEW COUNTRYSIDE PLANNING

With the rural economic and social development,rural construction land requirements continue to increase.Because rural construction land-use management is not in place,resulting in indiscriminate occupation of arable land is more prevalent,the per capita construction land area is seriously exceeded,poor environmental quality of land for construction purposes.For many years of Jiangxi's new rural construction work has scored great achievements,but also has a rural construction land planning and management of the new problems.Urban-rural Planning Law to the rural construction which carried in the collective land uses to manage has provided the legal basis,also set the new request.The article analyzes major problem of rural construction land management in the Jiangxi new rural construction,preparing and implementing rural planning on Urban-Rural Planning Law atmosphere,according to law to promote new rural construction,propose to strengthen Urban-Rural Planning Law propaganda to raise the villagers of the rural planning public participation in awareness,the science establishes the rural reconstruction plan and strengthen management of the planning permission,strengthening the planning permission management and to strengthen rural land for construction approval,the strict implementation of the rural construction planning permission,clarity of rural collective land property rights,establish and improve the rural construction land market a few suggestions.
