Abstract
This paper defines semi-continuous functions on a general topological space by using the concept of neighborhoods,and some basic properties of semi-continuous functions on a topological space are obtained. By means of a group of the equivalent propositions of semi-continuous functions,three properties of a new function constructed by a sequence of semi-continuous functions are proved.
