Abstract
Fisheries resources are common pool resources.Fishery community management is a management system which the government and fishermen group are jointly charged with the duty and right of fisheries resources conservation and utilization.In other words,its core conception is that the use right should be granted to the fishermen group who are dependent on the fisheries resources.This paper illustrates the current problems of China's fisheries management,demonstrates the necessity of implementing fishery community management,and investigates the main factors which effects China's fisheries community construction in terms of economy,society,culture,sight,zoology and policy.
