This paper introduces the development status of foreign microwave over-the-horizon reconnaissance system,the working principle and characteristics of troposphere scattering propagation,analyzes the calculating methods of troposphere scattering loss and the statistical speciality of signals,discusses some technical problems that the shipborne reconnaissance equipment implements over-the-horizon passive detection.
