On Building Permanent and Efficient Agricultural Insurance Guarantee System in Xinjiang

With enforcement of the national finance allowance policy to agricultural insurance since 2007,it has brought much positive influence to Xinjiang agricultural insurance.The national finance allowance policy not only has increased the guarantee level of Xinjiang agricultural insurance,improved agricultural capability against natural calamities and maintained effectually stabilization of Xinjiang rural society and economy,but also remarkably decreased the compensation level of Xinjiang agricultural insurance,which has contributed to advancing the sustainable development of agricultural insurance,and encouraging and drawing insurance companies to engage in agricultural insurance.The enforcement of national finance allowance policy to agriculture insurance has also further stimulated the possessiveness and initiative of different levels governments to carry on agricultural insurance.As China's most important production bases of food,cotton,oil-bearing and animal husbandry,the government of Xinjiang autonomous region should actively seize the opportunity,and create conditions as much as possible,particularly,further strength finance support intensity to agricultural insurance as well as encourage and guide agribusinesses to take part in agricultural insurance so that create better survival environment for agricultural insurance,and eventually set up permanent and efficient agricultural insurance system.
