Legislators and administrators are often delight in talking about the deterrent effectiveness of penalty. The deterrence here means the warning against general persons and the restraining of criminals themselves. As one of criminal policies in our country, cracking down on crime features such deterrence of penalty. But, however, deterrence is different from violence. We mustn't depend exclusively on penalty but think highly of something related about it.
