LIU Shao-qi′s Theoretical Explorations and Practice of the Socialist Commodity Economy

In his theoretical exploratons and practice of the socialist commodity economy,LIU Shao-qi put forward many insightful views.He proposed that a commodity economy will still exist until two types of socialist public ownership are in place;that many means of production can circulate as commodities;that when the socialist labor force adopts a commodity form we must not avoid the issues of excess labor and excess value,and he proposed reforming the wage system of the socialist labor system;he examined socialist public ownership and the law of planned proportionality together alongside the commodity economy and law of value,revealing the intellectual glimmerings of a socialist planned commodity economy.His related statements bear out the view that the law of value is a law concerning the development of commodity production,exchange and distribution.He applied the law of value to resolve practical problems.He proposed using economic methods to manage the economy and lead the free market,and demanded observance of the law of value by granting of autonomy and autonomous budgeting to enterprises.
