Abstract
Since the 70s of the 20th century Reformation of the Western experience of government regulation of public choice theory, new public management theory, newpublic service theory, theory of governance and good governance changes, each change of government regulation have given a new perspective, but also theoretical defects exist. Western practice of prudent government regulation to promote the economic field is to strengthen the institutional changes to ease the path to further strengthen the social sphere of government control will have been strengthened.
