The "Pro-Poor" Model of Distribution of the Education Resources——A Case Study of Henan Province

Educational equity is the starting point and core of social equity.Inequitable allocation of educational resources will not only endanger the healthy development of education,but also endangers social equity and social stability,and thus endanger the construction of harmonious society.This paper,based on the research literature about educational resources,introduces the pro-poor growth theory,with a view on the basis of existing research to maximize the supply of innovative mechanisms for the equalization of educational resources.In this paper,the basic educational resource allocation mechanism of Henan was taken as an example,through the pragmatic study of the regional,urban and rural education resources allocation,provides countermeasures for pro-poor model of an optimal allocation of educational resources in Henan Province,which plays an important role in guiding the improvement of the Henan educational resource allocation,and in coordinating and promoting the regional economic advancement,and scientific development as well.
