Abstract
Administrative procedure legislation has been placed on the legislation agenda of our country, which includes the codification of administrative procedure, the establishment of theory basis, the enhancement of judicial examination. This paper points out that the codification of administrative procedure is a long term task; the administrative procedure legislation of our country may adopt the strategy of advance in two steps consolidate at first step, then lay out the next one, progressing gradually. This paper suggests that a clause of procedure be set up in Constitution as the basis of administrative procedure legislation to stipulate more perfect and flexible regulations. In addition, the administrative legislation and the judicial examination on free adjudication conduct ought to be strengthened, ensuring the execution of administrative procedure laws.
