Abstract
The popularization of higher education will inevitably create a new scenario of the diversity of higher educational system. Against this background, it is necessary that the traditional concept of higher education, talent and quality be changed and adjusted to the new situation. For the sake of steady and healthy popularization of China's higher education, diversified criteria for the assessment of quality of talent should be set up to measure different types of higher education-elite higher education, ordinary higher education, vocational higher education, adult higher education, self-taught higher educational examination, and distant higher education.
