Abstract

According to economics external effect theory,the world urban rail transit operation system can be divided into two models: institutional system and enterprise system.Both systems are established to meet the needs of urban social and economic development,and to maintain the urban rail transit investment??construction and operation under government's support.On the other hand,those two models have completely different effects in 4 areas including scope of application,operation efficiency,resources development and fiscal effects.Our country is a developing country,each big city should establish an urban rail transit system which can help maintain the sustainable development of our economy and at the same time accords with the actual conditions of our country.
