The concept of sustainable development in 1987,along with the policy of 21st century agenda by the United Nations in 1992,not only opened up the beginning of ecological civilization,but also provided an important institutional guarantee for the construction of ecological civilization society.Since China's reform and opening up,with the rapid development of economy,high prices in respects of the environment,resources,resources waste,ecological degradation,conflicts between human and nature are also paid,which seriously restricted the pace of China's economic and social development.
